The Legacy was introduced in Japan on 1 February 1989 and placed at the top of Subaru's range.

In January 1989, under FIA supervision at the Arizona Test Center, Legacy cars ran for over 18 days to cover 100,000 km, setting a speed record of 138.78 mph.
